Some things need to be clarified about the fortify mechanic. For instance, it's not true that being 99.9% fortified does nothing. If an attack does 100% of your HP, 0.1% of the damage is dealt as normal, and 99.9% is reduced by 10%. This means that you enjoy fortifying even if your original health was above your fortify amount. You take the full damage until you hit your fortify amount, then 10% off the remaining damage.
